Lucy Liu was in New York on December 6 for the opening of Tod’s new US Headquarters wearing a ruffle front halter dress by 3.1 Phillip Lim. It’s interesting that she chose this dress, considering it’s been seen on other actresses before. Maybe she didn’t get the memo.

I don’t know why she picked this dress. If you ask me, it doesn’t look that flattering on anyone who wore it.

I have to agree with Sheena. It looks pretty independent of, well, breasts. When actually *on* someone, their bust looks droopy and disproportionate.
